Taiwan: Guidelines for Importing Medicines for Personal Use
1. Does Taiwan allow individuals to import unregistered prescription drugs by mail order?
Allow. To facilitate patients’ access to medicines that are difficult to obtain domestically, Taiwan law allows individuals to import unregistered prescription drugs by express delivery in accordance with the “Regulations on the Management of Donated Drug Samples”, but they must meet the condition of “small amounts for personal use”. "Small amounts for personal use" should not exceed the reasonable amount prescribed. (Legal basis)
2. Do I need to submit an application to the government in advance?
In principle, yes. However, if you do not submit an application in advance, there is a high chance that you will be released by Taiwan Customs.
If your package is randomly inspected by Taiwan Customs and you are required to go through the "Personal Medicine Project" for customs clearance , please don't worry! The application process is very simple! You just need to follow the instructions below and it can be completed quickly via the Internet.
1. Go to the member registration page of the Taiwan Food and Drug Administration official website and register for a "general citizen" member account ( email address and ID number are required)
2. Go back to the homepage of the Food and Drug Administration , find the "Application for Import of Drugs for Personal Use" column, and select "Online Application" 
4. Follow the instructions on the website to upload the required supporting documents for "Import of Drugs for Personal Use"
1. Name (the applicant must be the recipient)
2. Photo of the front and back of your ID card
3. Contact Number
4. Shipping address
5. Doctor's prescription (prescription drugs must be uploaded and can be issued by doctors in Taiwan or overseas)
6. Diagnosis certificate (if the patient's symptoms are already included on the prescription, the prescription can be used instead)
7. Name of medical institution (If the prescription is issued by a foreign hospital, please click the "Modify" button in the selection column to enter the name of the foreign hospital)
8. Drug box and instructions (you can download product box images and instructions on the product page)
5. After submitting the supporting documents, sign the "Personal Use Affidavit" on the website to complete the application. Based on past experience, approval is usually obtained within 1-2 days after application.
3. What is the customs clearance process for cross-border online shopping?
Starting from 2022 , Taiwan Customs requires recipients of cross-border online shopping to download the EZWAY application to undergo "real-name authentication" and "pre-authorization declaration."
When the recipient's package is delivered to Taiwan via DHL Express, DHL will notify the recipient via SMS or email to complete the "pre-appointment" process for the DHL bill of lading in the EZWAY application.

Please note that the user who registers for EZWAY must be the recipient himself, otherwise the entrusted customs declaration cannot be completed.
4. How much tariff do individuals need to pay for importing medicines? How to pay?
Taiwan’s drug tariff is 10% ( 5% import tax + 5% business tax). You can pay the tax through the EZWAY APP , or have DHL pay for you. The courier can pay the tax to you in person when they deliver the package to you.
